Item 1 22.05.15 515/31 | 1. Ports of Jersey Incorporation The Panel met to consider preliminary draft comments on the proposition and matters arising following public hearings on 22nd May 2015. Members approved the comments with minor suggestions for amendments and the Scrutiny Officer was asked to begin working these up into a formal draft, subject to changes arising from any further meetings with the department. The Panel discussed whether the relationship between the proposed Ports Policy Group and the Minister for Treasury and Resources should be defined in the Memorandum of Understanding or the Memorandum and Articles of Association. Following discussion of the draft advisers' report it was agreed that this should be shared with the department in lieu of a Scrutiny stakeholder report. The Vice-Chairman asked that his opposition to the release of the report to the department before it was circulated to States Members in time for the debate be minuted. | MO MO |
