1. Records of meetings

The Minutes of meetings held on 17th and 19th December 2014 were approved and signed.

2. Ports of Jersey Incorporation

The Panel considered the outcomes of recent fact-finding visits and briefings. It was noted that these had been informative and useful. Members agreed that the Panel would not revisit the States in-principle decision on incorporation as part of its review, and approved a draft scoping document and terms of reference for the review with minor amendments. The Scrutiny Officer was asked to make arrangements for a further briefing from the Economic Development Department on the draft legislation once this was lodged.

Members  also  discussed  the  memorandum  of  understanding  to  be agreed between the Minister for Treasury and Resources and the Ports of Jersey regarding the incorporation. The Scrutiny Officer was asked to arrange  a  briefing  from  the  Treasury  on  the  working  of  similar memoranda from earlier incorporations. It was suggested that both this and the briefing on draft legislation could take place during the Panel's next scheduled meeting.

3. Forthcoming meetings

As the Chairman and Vice-Chairman would be out of the Island on 28th January, it was agreed that the next scheduled Panel meeting would take  place  on  26th  January  or  2nd  February  2015,  subject  to  the availability of department officers to provide briefings.
