Item 2 1.04.15 515/31 | 2. Ports of Jersey Incorporation The Panel considered various administrative matters. It was agreed that members would meet the adviser at 3.00pm on 21st April 2015 to prepare for public hearings the following day. The Panel would aim to have only a small number of key witnesses seated at the table during hearings but would expect the adviser to take part. Members agreed that an invitation to meet with the Minister for Treasury and Resources and his officers on 24th April to discuss details of the draft Memorandum of Understanding was premature, as further evidence relevant to this matter could still arise. It was noted that the Panel still wished to hear the views of the Connétable of St. Brelade on Incorporation and it was hoped that it would be possible to fit in a meeting with the Connétable on 22nd April. The Panel discussed the possibility of small marine businesses facing competition from Ports after incorporation, which could give the incorporated body an unfair advantage. It was agreed that it would be useful to discuss this in a public hearing with the Channel Islands Competition and Regulatory Authorities (CICRA) which would also cover other aspects of governance. The Scrutiny Officer was asked to confirm arrangements for a hearing with CICRA for the afternoon of 22nd April.
