2. Medium Term Financial Plan 2016 – 2019 (P.72/2015)

Members agreed that it was now too late to consider any Panel actions before the MTFP debate. The Panel would keep a watching brief until more detail for subsequent years emerged in 2016. The Scrutiny Officer was asked to request a briefing on the latest figures received from the department, to take place during the next scheduled Panel meeting on 14th October.

3. Tourism Development Fund

Members expressed concerns about recent media reports that a number of members of the Tourism Development Fund Advisory Board had resigned in protest at funding decisions apparently taken by the Minister contrary to the Board's advice. The Panel agreed that a letter should be sent to the Minister asking for an explanation of the background to the situation and why the Board resigned. Questions should also be included regarding future funding for the TDF, and the status of accounts for the International Air Display.

4. Transfer of functions

The Panel noted that no reply had yet been received from the Chief Minister to an email sent by the Chairman on 28th September.

5. Condor Ferries

The Panel received a brief oral update on the Minister's proposals for a full service review. Members considered that it may still be appropriate for the Panel to carry out its own review in this area, possibly focusing on the suitability of the contract and the new vessel rather than the specifics of recent service failures. It was agreed that the Panel would revisit its previous draft scoping for a review once the forthcoming briefing had

6. Licensing Law

The Panel discussed the recent rejection by the States of proposals to increase  licence  fees  (P.94/2016:  Draft  Licensing  (Licence  Fees) (Jersey) Regulations 201-) before the Licensing Law was updated. It was agreed to request a briefing on the latest position regarding progress with an amended Licensing Law at the next scheduled Panel meeting on 14th October. It was noted that in terms of timing, the fact that a new law might still be in development did not preclude Scrutiny involvement at any stage should the Panel wish to consider the topic for review.

7. Quarterly Public Hearing

The Panel agreed that the briefings to be requested following the meeting should take priority over a new date for the Quarterly Public Hearing. The Panel would offer a choice of possible dates in November to the Minister to replace the public hearing postponed from 16th September.
