Item 4 14.10.15 515/33(1) | 2. Transfer of functions The Chairman and Vice-Chairman reconsidered the draft scoping document in the light of recent developments. It was agreed that with minor amendments and updating the document was still applicable, and the Scrutiny Officer was asked to circulate an amended version by email as soon as possible for final Panel approval. Draft terms of reference were similarly approved for circulation. Members received a draft set of questions designed for sharing with departments to prompt their written submissions. It was agreed that these should be circulated to all Panel members with a request for any amendments or additions to be returned at the latest by the morning of Monday 9th November. Regarding public hearings, it was agreed to seek dates in the week commencing 23rd November, to allow time for the Panel to receive any written submissions in advance. Item 5 14.10.15 515/34 | 3. Condor Ferries Members discussed the need to frame the review in a way which would not lead to unfair criticism of the company. It was agreed that a review was required due to the level of public interest in this matter, but it might be difficult to ensure balance when seeking submissions from the general public, as those who had experienced difficulties when travelling would be more likely to respond than others who may have been satisfied by the service received. Members considered that the focus could be somewhat wider, looking at departmental input into service levels and conditions agreed under the extended contract, and whether these were appropriate to the needs of the travelling public. Quarterly Public Hearing The Panel agreed that despite pressure to find dates for hearings for the Transfer of Functions review the Quarterly Public Hearing should still go ahead on Monday 16th November. To avoid a clash with a briefing for States Members on pensions the Panel would need to hold its preparatory meeting in the morning. | MO |
