Item 2 14.09.15 | 2. Conflicts of Interest There were no conflicts of interest declared. |
|
Item 1 18.09.15 513/45 | 3. Medium Term Financial Plan The Panel reviewed the process of its work on the P72/2015 Medium Term Financial Plan, in accordance with paragraph 11.21 of the Code of Practice for Scrutiny and the Public Accounts Committee. It recognised that there had been some information provided by the Home Affairs Minister which had been very disconcerting to the Panel and had caused the Panel to hold public hearings to confirm the issues. During that hearing, the Minister and her team had contradicted that information and assured the Panel that all was in order. The change of information had not been communicated to the Panel and it transpired that the hearings with the Home Affairs Minister could have been avoided completely, saving time and money. In considering the amendment to P75/2015 lodged by the Panel, the Panel agreed that this had been very successful in that the extra £236,200 had been voted by the States when the amendment was carried on a vote of 21/20. The Panel required that its appreciation for the good work done by the officer supporting the Panel through the examination of the Medium Term Financial Plan, the hearings and the amendment was recorded. | MR |

Miles was welcomed to the meeting and provided the Panel with a presentation outlining the work that was being done in connection with the 1001 Days support for pre-school children. Item 6 14.09.15 516/42 | 5. Special Education Needs The Panel recognised that the review was complete and it was noted that a copy of the report, SR.3/2015, had been sent, in hard copy, to every school with a covering letter from the Chairman. | MR |
Item 3 14.09.15 516/44 | 6. School Starting Age The Panel noted that the Chairmen's Committee had approved the review in accepting the scoping documents and budget. The Chairman was to liaise with the officer to find an advisor. The Panel requested that a request be made to the Chairmen's Committee to consider launching a Facebook page. Once the advisor had been engaged, a letter was to be sent to any group that may have an interest in the subject. | LD/MR MR MR |
Item 1 01.10.15 516/43 | 7. Prison Board of Visitors Having reviewed the work done on the review, the Panel agreed that it had done all that it needed to do and that a report could now be drafted.
