1.  Records of Meetings

The minutes of the meetings held on the 9th and 25th February and the 2nd March 2005 were approved for signing.

2.  Conflicts of Interest

The Panel considered that there were no areas of conflict that had not previously been declared.

3.  Constitution

The Panel considered whether three Members was sufficient for its needs. It noted that a States Member had approached the Chairman to assist with the SEM Review. It was not possible to co-opt that Member as   Deputy  J.  Martin  had  already  been  co-opted  to  assist  with  that review. The Panel agreed that it was open to another Member joining the Panel and would consider any requests on its own merits.

4.  Quarterly Public Hearing with the Minister for Education, Sport and Culture.

The Panel referred to the transcripts of the hearing and noted that the schools were close to capacity' at this time. Highlands was beyond Capacity' and Hautlieu was full'. The transcripts were to be used in the preparation of the next quarterly public hearing.

5.  Quarterly Public Hearing with the Minister for Home Affairs

The Panel undertook preparation work for the quarterly public hearing scheduled to be held on 17th March 2015 with the Minister for Home

Affairs.

6.  Prison Board of Visitors

Information was needed from the inmates at HM Prison. This could be done by providing a written question of list of questions. It was agreed that expertise from the Statistics Office was to be used to ensure the questions  were  not  leading.  Contact  was  to  be  made  with  other interested parties, such as Freedom for Life. Other jurisdictions such as Guernsey were to be examined.

The Panel discussed the media coverage and the responsibility for the media was devolved to Deputy S. Mezec for this review.

7.  Special Education Needs Provision

The Panel noted the visit of the advisor, Dr Mark Turner from Real Group Ltd. The initial meeting had covered all the issues required and the large bundle of papers supplied by the ESC Department was to be examined. The cautious approach with taking the review to the public was recognised as being necessary and that was to be done with the involvement  of  the  advisor.  Hearings  with  the  Minister  were  to  be arranged for 11th or 15th May 2015.

8.  Future Meetings

The Panel agreed to the next scheduled meeting being at 9.30am on Monday 20th April 2015, noting that the Chairman was out of the Island

on that date and the meeting would be chaired by the Vice-Chairman.
