1.  Records of Meetings

The minutes of the meetings held on the 1st, 10th, 15th and 19th June 2015 were approved for signing.

3.  Education Business Plan

The Panel considered the Education Business Plan. It noted that it should wait until after the briefing which was to be provided by the Director  of  Education  before  it  undertook  any  work  on  matters  it considered needed scrutinising.

4.  Medium Term Financial Plan

The Panel recognised that there was little that could be done until the Medium Term Financial Plan was published.

5.  Prison Board of Visitors

The Lead Member for the review had met with the Chief Officer of Home Affairs and established that work was being done on the Optional Protocol to the Convention Against Torture (OPCAT). Elements of this work would impact on the current constitution of the Board of Visitors. The Panel agreed that it needed to hold a public hearing with the Chief Minister, who held responsibility for this area. As this had not been examined by the Chief Minister to date, the Panel agreed to hold further work on this until September.

The Panel noted that the response from the questionnaire sent into the Prison had been obtained. The Panel was pleased that there was a 50% response. The papers had just been returned that day and the data had not been collated.

6.  Special Education Needs Provision

The Panel had received the report from the advisors, Real Group Ltd,

and agreed that their work had been very worthwhile. It agreed that the report should reflect three areas, namely communication, tracking and accountability and process, which would include training. Each Member was to provide the officer with matters that they wished to be included within the report. As the report was to be published on 14th July, it was possible that the most appropriate method was to top and tail' the advisors report.

7.  Student Loans

The  Panel  expressed  some  concern  over  the  current  financial arrangements for students attending university. It decided that it needed further information in order that it could decide whether work needed to be done to ensure all had access to higher education.

8.  Future Meetings

The Panel confirmed that the meeting provisionally booked for August would not be needed and that was cancelled. The next meeting was scheduled  for  9.30am  on  Monday  14th  September  2015  in  the Blampied Room.

It also noted that the Quarterly Public Hearing with the Minister for Education, Sport and Culture was to be at 1000hrs on Monday 20th July 2015.
