1. Records of Meetings

The Panel noted and approved the records of its meetings held on 3rd September 2015. The Chairman thereby signed the record accordingly.

2. Staff Recruitment and Retention in the Hospital

The  Panel  noted  and  discussed  the  question  plan  that  had  been circulated prior to the meeting in preparation for the hearing with the Minister for Housing on 18th September.

The Panel received Ms. S. Samson of the Royal College of Midwifery for a Public Hearing. The proceedings were recorded in order that a transcript could be made.

3. Zero-Hour Contracts

The Panel noted that the majority of survey responses received so far had been from those working in the public sector. In an attempt to avoid skewed results and encourage more people to complete the survey, the Panel  agreed  that  a  final  push  before  the  survey  deadline  on  9th October was required.

The Panel requested that the Officer send out a media release as a reminder to the public that the survey was still live and that the Panel welcomed additional responses.

Furthermore,  the  Panel  suggested  setting  up a  stall  in  King  Street during a lunch hour to distribute surveys and flyers. The Panel agreed it would organise a suitable time and date.

The Panel requested that the Officer arrange hearings with potential stakeholders for week beginning 12th October.

4. Future Hospital

The Officer advised that a revised timeline had been received from the

The Officer advised that the timeline was to remain confidential until further notice.

The Panel requested the Officer arranged a meeting with the Sub-Panel to discuss the initial steps for the Review.

5.  Question Plan: Quarterly Hearing with the Minister for Health and Social Services

The Panel discussed a number of areas to include on its question plan for  the  Quarterly  Hearing  with  the  Minister  for  Health  and  Social Services including Medium Term Financial Plan, health charge, Jersey Dental Fitness Scheme and voluntary redundancies.

The Officer advised that a question plan would be circulated to the Panel for approval in due course along with a copy of the Framework questions previously answered by the Health Department.

6. Safeguarding Partnership Board

The  Panel  noted  and  accepted  an  invitation  extended  by  the Independent Chair of the Safeguarding Partnership Board.

It was agreed a meeting would be arranged to take place during a scheduled Panel meeting.

In  preparation  for  the  meeting  the  Panel  requested  the  Officer  to distribute the Board's last annual report and minutes from meetings with the previous Health and Social Security Scrutiny Panel.

7. Respite Care for Adults

The Panel discussed the Ministerial Response to its review of respite care for adults (S.R.4/2015). The Panel was pleased that all of the recommendations had been accepted by the Minister and agreed to follow-up the response in due course.

 

 

8. Future Meetings

The Panel noted that its next scheduled meeting would be held on 1st October at 9:30am in the Le Capelain room, States Building.
