1. Scoping Document

The  Sub-Panel  considered  the  draft  scoping  document  in  detail. Various amendments were agreed and the Scrutiny Officer was asked to incorporate these into a final version to be sent to the Chairman in the first instance.

2. Terms of Reference

The Sub-Panel agreed minor changes to the draft terms of reference, which the Scrutiny Officer was asked to action as above.

3. Expert Advisor

The  Sub-Panel  noted  that  only  one  advisor  (Concerto)  had  so  far responded to the request for expressions of interest, possibly because they were already in contact with another Scrutiny Panel. It appeared from an initial email response that Concerto might be interested in performing both advisory roles described in the brief. Members were given a list of all advisors contacted so far for reference.

With the addition of a sum for advisor travel and expenses agreed by the Sub-Panel, the provisional budget for the review was now close to £50,000. If split equally between two advisors this would still come close to the £25,000 figure at which a competitive tendering process would be obligatory. However, it was noted that this procedure was followed  in  most  appointments  anyway  and  was  not  particularly onerous, so should not cause any significant delay to the review even if it became a formal requirement due to the sums involved.

4. Meeting Schedule

Members received a copy of the meeting schedule previously agreed. Following discussion it was agreed to put back the date of the next
