1. Records of Meetings

The Panel noted and approved the records of its meetings held on 13th, 18th and 21st May 2015 and 1st June 2015. The Chairman thereby signed the records accordingly.

2. Respite Care for Adults Review

The Panel received a progress update from the Health Department regarding the Commissioning Intentions Paper for short breaks. The Panel had previously agreed not to progress with drafting its report for the  review  until  a  progress  update  had  been  received.  The  Panel agreed that although report writing could recommence further meetings were required in order to fully understand the direction of the short breaks service.

The Panel requested a meeting with the Managing Director of Les Amis to discuss the Commissioning Intentions Paper and the way forward for the short breaks service.

The Panel was advised that a parents evening had been organised by the  Health  Department  to  be  held  on  15th  June  2015.  The  Panel requested that, once the meeting had taken place, it was provided with a list of the key issues discussed.

3. Staff Recruitment and Retention at the Hospital Review

The Panel was provided with an update from the officer. The Panel noted that a list of requests had been sent to the Health Department regarding staff statistics, terms and conditions, pay scales and training packages. The deadline to receive a response from the Department was Friday 19th June 2015. The Panel requested a meeting with the Human Resources Director of Health and Social Services once the information had been received.

The Panel was advised that several Union representatives had been contacted in order to facilitate views of frontline staff. The deadline to receive the responses was Monday 6th July 2015.

The Panel recalled that an invitation to visit the General Hospital had been received and agreed that a visit would be beneficial. The Panel tasked  the  Officer  to  arrange  the  visit  to  take  place  the  week commencing 22nd June 2015.

4. Zero Hour Contracts Review

The Panel discussed the draft Terms of Reference for the review and made minor amendments. The Panel requested that they be circulated for any final comments before correspondence was sent to the Minister for Social Security to notify her of the review.

The Panel agreed that, once the review had been made public, it would initially focus on public consultation in order to establish whether there was any misuse of zero hour contracts. The Panel agreed that social media and a Channel 103 advert would be good avenues to pursue in order  to  attract  the  attention  of  younger  people,  and  that  Survey Monkey would be used to conduct a survey.

5. Confidentiality

The Panel agreed that when documents were received in confidence this would be respected by all Panel Members. If any Panel Member wanted to challenge the confidential nature of any documents received, that Member should raise any issues, in the first instance, at a Panel meeting  for  further  discussion.  The  Panel  agreed  that  should  any challenges occur in the future, open dialogue would also take place with the Minister.

The Panel requested that both the Social Security Department and Health and Social Services Department advise the Panel of the Article number  as  to  the  reason  why  a  document  may  be  confidential  in accordance with the Freedom of Information (Jersey) Law 2011 (as amended).

The Panel agreed that correspondence would be sent to the Minister for Social Security to advise her of the Panel's discussions and to request that confidential documents were received with an Article number from the Freedom of Information Law.

6. Future Meetings

The Panel noted that its next scheduled meeting would take place on the 2nd July 2015 at 9:30am in the Le Capelain room, States Building.
