1. Records of Meetings

The Panel noted and approved the records of its meetings held on 16th, 19th (private and public) and 20th March 2015. The Chairman thereby signed them accordingly.

2. Respite Care for Adults

The Panel noted that it would be meeting on 13th April 2015 to discuss its review and consider the question areas in preparation for the Public Hearings with the Minister for Social Security and Minister for Health and Social Services.

The Panel also noted that it was due to receive a presentation from respite users on 20th April at the Le Geyt Center.

3. Sex Discrimination Regulations

It was confirmed that the Vice-Chairman was not partaking in the review of the Sex Discrimination Regulations and that this would be noted accordingly on the set of Comments due to be drafted by the Panel.

The Panel received a draft Scoping Document for the review. After discussing the matter, the Panel approved the document accordingly.

The Panel had previously received the consultation document from the Social Security Department. It was agreed that once the Panel had had the  opportunity  to  consider  the  document  it  may  request  a  Public Hearing with the Minister or a meeting to discuss further. The Officer advised that the Panel was due to receive the final set of Regulations in due  course  which  would  include  all  the  changes  following  the consultation.

4. Living Wage and Zero Hour Contracts

The Panel noted that the reports regarding Living Wage and Zero Hour Contracts were due to be published on 11th May 2015 by the Chief Ministers Department.

 

 

5. Income Support and Long-Term Incapacity  Allowance: Topic Proposal

The Panel considered comments received from a member of the public regarding income support and the Long-Term Incapacity Allowance. The Panel agreed that it would not undertake a review into the matter at the current time, but it would be discussed further in due course. The Panel also agreed that it would keep abreast of the issues raised during Quarterly Hearings with the Minister for Social Security. The Panel requested that the member of the public was advised of the Panel's decision.

6.  Quarterly  Hearing  with  the  Minister  for  Health  and  Social Services

The Panel noted that it was due to receive the Minister for Health and Social  Services  on  23rd  April  for  a  Quarterly  Hearing.  The  Panel discussed possible areas of questioning and highlighted a number of areas including the future hospital, the Strategic Plan and the Children and  Adolescent  Mental  Health  Service.  The  Officer  advised  that  a question plan would be drafted and circulated to the Panel for approval.

7. Future Meetings

The Panel noted that it would next meet on Thursday 16th April 2015 at 9:30a.m in the Le Capelain room, States Building.
