Zero-Hour Contracts Review The Panel noted that the draft Terms of Reference had been sent to the Minister for Social Security and was advised that, as no comments had been forthcoming, the Terms of Reference had been taken as confirmed. The Panel was advised that a media release would be drafted to announce the Panel's review. The Panel, recalling its agreement to undertake a survey, considered a set of draft questions. The Scrutiny Officer was requested to circulate a revised set of questions, taking into account the Panel's requests and any advice received from the Statistics Unit. The Panel considered what other work on the review to undertake at this time. It was agreed that a meeting with the Jersey Advisory and Conciliation Services (JACS) would be beneficial and the Scrutiny Officer was therefore requested to make the necessary arrangements. | 6. Future Hospital Review The Panel considered the current status of work in respect of the Future Hospital project. It was noted that an announcement had yet to be made by the Council of Ministers about the preferred site. The Panel, further noting that it had yet to receive much information about the Council's proposals, agreed to request a copy of the report commissioned from Gleeds Management Service. The Panel discussed the undertaking of a review on this subject and noted that consideration would need to be given to the involvement of the Corporate Services Scrutiny Panel (potentially by way of a Sub- Panel) and to the appointment of an expert advisor. | WM |

Quarterly Public Hearing with Minister for Health and Social Services The Panel prepared for its Quarterly Public Hearing with the Minister for Health and Social Services at 2:00pm on 9th July 2015. Consideration was given to a draft question plan and amendments were agreed. It was also agreed that, ahead of the hearing, the Minister would be asked to provide information on how his Department had addressed the request that all Departments identify 2% of savings.
