517/1/1(6)

1.  Quarterly  Hearing  with  the  Minister  for  Health  and  Social Services

The Panel received the Minister for Health and Social Services and his Officers for a Quarterly Public Hearing. The proceedings were recorded in order that a transcript could be made.

Subsequent to the hearing, the Panel discussed whether the format of its Quarterly Public Hearings could be enhanced. Recalling that the former  Health,  Social  Security  and  Housing  Scrutiny  Panel  had alternated the focus of its Quarterly Public Hearings between health matters and social services ones, the Panel agreed to explore whether to replicate that approach.

2. Zero-Hour Contracts Review

The  Panel  considered  draft  survey  questions  for  employees  and employers in respect of zero-hours contracts. The Panel was advised that guidance had been sought from the Statistics Unit on the framing of questions  and  on  the structure  of  the survey.  The  Panel  was  also advised  that  the  Statistics  Unit  had  recommended  that  material pertaining to the survey be produced in Polish and Portuguese and it

was therefore agreed to pursue that course of action.

The Panel agreed amendments to the draft questions. The Scrutiny Officer  was  requested  to  circulate  the  questions,  as  amended,  for further consideration.
