The Committee approved the records of its meetings held on 10th, 14th and 21st June 2016, which were signed accordingly by the President.

3.  Medium Term Financial Plan Addition

An update was provided by Chairmen regarding progress of work on the MTFP Addition.

The Committee agreed to meet on a regular basis during the course of MTFP Addition review work, in order to share progress and identify any overarching areas for consideration. It established the following meeting dates for that propose:

  • 14th July, 12.30pm – 1pm (apologies received from Deputy A.D. Lewis )
  • 4th August, 12pm – 1pm
  • 25th August, 1pm – 2pm
  • 7th September, 1pm – 2pm

4.  Panel Names and Remits

The Committee considered a request for guidance from the Law Draftsman's  Office  regarding  the  progression  of  its  law  drafting instructions.

It was agreed that priority should be given to the drafting of the Committee's  Standing  Order  and  Regulation  amendments.  The

proposed replacement of the term Panel' with Committee', which required the extended process of amendment to primary legislation, would be re-visited at a later date.

5.  Protocol for Engagement between Scrutiny Panels/PAC and the Executive

The Committee finalised the draft Protocol and agreed that it would be forwarded to the Executive by the President prior to the summer recess.

6. Residential Property Transactions Review Panel

Deputy D. Johnson , Chairman of the Review Panel, updated the Committee about the progress of the Review. Due to the imminent pause in the Review due to work on the MTFP Addition, a draft interim  report  had  been  forwarded  to  the  Chairman  for  his consideration, further to which it would be circulated to the Panel for discussion.

7. P.53/2016  States'  Approval  of  Assistant  Ministers' Appointments

The  Committee  considered  an  Amendment  to  the  Proposition  of Deputy J.A. Martin lodged by the Chief Minister, and noted Deputy J.A. Martin's response to it. The Committee agreed that it would not undertake any further work on the matter at this stage.

8.  Scrutiny Website

It was noted that due to pre-existing commitments, the Internet and Intranet  Manager,  Information  Services  Committee  had  been unavailable to attend the meeting to provide a project update. The Committee agreed to invite the Internet and Intranet Manager to its next scheduled meeting on 20th September.

9.  Statement of Intent/Core Objectives

It  was  noted  that  the  President  and  Vice-President  were  in  the process of developing a draft Statement of Intent/Core Objectives for the Committee's consideration.

10. Future Meetings

In addition to its MTFP meetings, the Committee noted that it would meet for a full agenda meeting on 20th September at 9.30am, Le Capelain Room, States Building.
