1.  Records of Meetings

The Panel approved the record of the meeting held on 11th April 2016 andthe Chairman was authorised to sign the record accordingly.

2.  Jersey International Finance Centre (JIFC)

In light of developments in relation to the draft Summons decision, the Panel  agreed to  write  to  the  Privileges  and  Procedures  Committee (PPC) to ask for an update on when the decision was likely to be finalised.

The Panel agreed that it would be helpful to write to key stakeholders to obtain  updates  on  submissions  obtained  in  2015,  particularly  with regard to any changes which had occurred in the interim.

The Panel agreed that it would be necessary to hold some further public hearings  to  receive  final  evidence  prior  to  finalising  its  review  and agreed to defer decision on who to call to attend the public hearings until updated evidence had been received.

The  Panel  discussed  the  role  of  the  Regeneration  Steering  Group (RSG) in relation to the Jersey International Finance Centre and asked the Officer to circulate a summary of the minutes of the RSG.

3.  Scrutiny Code of Practice

The Panel received a paper from Chairmen's Committee in relation to the  revised  codes  of  practice  for  Scrutiny  Panels  and  the  Public Accounts Committee. Having reviewed the paper, the Panel agreed that it had no specific comments which it wished to bring to the attention of the Chairmen's Committee.
