1.  Records of Meetings

The Panel approved the records of its meetings held on 19th, 23rd and 25th May. The Chairman signed them accordingly.

 

 

2.  Quarterly Hearing with Chief Minister

The Panel welcomed Senator I.J. Gorst , Chief Minister, Senator P.F. Routier, Assistant Minister, Mr J. Williams, Director, Business Change and Mr P. Bradbury, Director, Corporate Policy to a Quarterly Public Hearing. The hearing was recorded and transcribed.

3.  MTFP Addition

The Panel was informed of other Scrutiny Panels that had engaged the services of CIPFA as advisor.

4.  Jersey International Finance Centre

In connection with the confidential documents relating to the Jersey International Finance Centre which had been made available to the Panel to view, the Panel recalled that certain ancillary documents had been missing from the bundles.

The  Panel  noted  that  this  matter  had  now  been  resolved  with  the lawyers  for  the  States  of  Jersey  Development  Company  and  all documents would be available to them on their next visit to view the bundles.

The  Panel  requested  a  letter  be  drafted  to  the  Privileges  and Procedures Committee (PPC) notifying it of this matter.

 

 

5.  Ministerial Decisions

The  Panel  requested  further  information  in  relation  to  two  recent Ministerial  Decisions  approved  by  the  Minister  for  Treasury  and Resources.

 

 

6.  Question Plan

 

 

 

The  Panel  discussed  topic  areas  for  its  question  plan  for  the forthcoming  Quarterly  Public  Hearing  with  the  Minister  for  External Relations and requested a draft be circulated for further discussion.

 

 

7.  Future Meetings

The Panel confirmed its next scheduled meeting would take place on 27th June at 9.30am and would include a Quarterly Public Hearing with the Minister for External Relations.
