Draft Budget Statement 2017 The Panel discussed the terms of reference for its review and agreed that the review should include an analysis of the movements on the Strategic Reserve from 2013 to date. It was further agreed that the analysis should cover the amount and purpose of any withdrawals and whether they were capital or revenue in nature. The Panel agreed to approach CIPFA and MJO Consulting to act as advisors for the review. The Panel noted that it had a quarterly public hearing with the Minister for Treasury and Resources on 7th November 2016 which would be mostly dedicated to Budget matters. A quarterly public hearing with the Chief Minister was also due on 10th November, which could include questions on the budget. The Panel noted that key stakeholders would be written to for submissions and it also agreed to approach the Institute of Directors and Jersey Chamber of Commerce to invite them to attend a public hearing. | SS SS |
