1. Records of Meetings

The Panel approved the records of the meetings held on14th December 2015 and 7th,12th,13th,14th January 2016. The Chairman signed them accordingly.

2. Possible merger of JT/Airtel

The Panel welcomed Senator A.J.H Maclean, Minister for Treasury and Resources, Connétable J.M. Refault, Assistant Minister for Treasury and Resources, Mr R. Bell, Treasurer of the States and Mr J. Shilliday, Head of Shareholder Relations to a Private Briefing in relation to the possible merger of JT and Airtel.

3. Work Programme

The Panel discussed its draft work programme for 2016 and agreed that phase 2 of the review into the Jersey International Finance Centre (JIFC) would be progressed once the decision of the Privileges and Procedures Committee  (PPC)  in  relation  to  the  States  of  Jersey  Development Company (SoJDC) summons was known. The Panel noted that a new budget and, possibly, updated terms of reference would be required for phase 2 of the review.

The Panel agreed to request briefings on the following topics:

  • eGovernment
  • Long Term planning
  • Management of States Shareholdings
  • External Relations

The Panel requested that, if possible, the briefing from the Department of External Relations be scheduled for Monday 1st February 2016, to coincide with the next Panel meeting.

a topic for review in the future. The Panel requested an update on the current status.

The Panel discussed whether the Disability Strategy being progressed by the Chief Ministers Department would fall within its remit or the remit of the Health and Social Security Scrutiny Panel. The Chairman agreed to raise this matter at the next Chairman's Committee meeting.

The Panel noted that the competition framework was to be considered for review by the Economic Affairs Scrutiny Panel.

The Panel agreed that Public Sector Reform/ Workforce Modernisation should form a potential area of questioning at future Quarterly Public Hearings.

The Panel was informed that following an update from the Department of Treasury and Resources, draft papers in relation to the MTFP Addition should be available from March 2016, providing they had been seen by the Council of Ministers. The Panel was also informed that the MTFP Addition was still expected to be lodged for debate no later than 30th June 2016. The Panel noted that it was important to build capacity into its work programme to accommodate a review of this topic which was likely to take place during the summer recess. The Panel was informed that regular feedback on the timeline of the MTFP Addition was being communicated to Scrutiny officers as it may need to be factored into other Panels' work programmes.

4. Ministerial Decisions

The Panel agreed that no further action was required on the recent Ministerial Decisions as circulated.

 

 

5. Future Meetings

The Panel noted its next scheduled meeting would take place on 1st February 2016 at 9.30am in Le Capelain Room, States Building.
