1.  Records of Meetings

The Panel approved the records of the meetings held on 18th, 19th, 25th and 27th April and 11th May 2016. The Chairman signed them accordingly.

 

 

2.  Quarterly Hearing with Minister for Treasury and Resources

The Panel welcomed Senator A.J.H. Maclean, Minister for Treasury and Resources and Mr R. Bell, Treasurer of the States to a Quarterly Public Hearing. The hearing was recorded and transcribed.

3.  MTFP Addition

The Panel was advised that Mr S. Fair, its advisor from CIPFA would be on the Island on 19th, 20th and 21st July for his fact finding visit prior to presenting his report on the MTFP Addition. The Chairman gave his apologies for these dates due to being on annual leave however, it was agreed Mr Fair would meet the Panel during his visit regardless.

4.  Jersey International Finance Centre

During  the  quarterly  hearing  with  the  Minister  for  Treasury  and Resources, the Panel was informed that SOJDC would not be seeking a judicial review on the summons and a letter would be sent later that day to confirm this.

 

 

5.  Ministerial Decisions

The Panel noted the recent Ministerial Decisions and confirmed no further action was required.

 

 

6.  Quarterly Hearing with the Chief Minister

The Panel noted its upcoming hearing with the Chief Minister on 13th June 2016 and requested areas of questioning be circulated.

7.  Public Engagement

 

 

 

The Panel noted the paper on public engagement which had recently been discussed at Chairmen's Committee. The Panel agreed to review this paper and any comments would be sent to the officer.

 

 

8.  Future Meetings

The  Panel  noted  its  next  scheduled  meeting  would  take  place  at 9.30am  in  Blampied  Room,  States  Building  and  would  include  a Quarterly Public Hearing with the Chief Minister.

9.  Briefing on 2015 Outturns and MTFP Addition Forecasts

The Panel attended a private briefing by the Department of Treasury and Resources on the 2015 outturns and MTFP Addition Forecasts. The Panel requested a copy of the slides be forwarded following the briefing as part of its background material for its review on the MTFP Addition.
