Item 1 19/04/16 513/50 | 1. MTFP Addition The Panel agreed its Terms of Reference and Scoping Document for its review into the MTFP Addition. The Panel discussed the generic Terms of Reference and Scoping Document for other Departments and requested an additional Term of Reference be added before circulation to other Panels. The Panel requested an engagement brief be drafted and sent to the two advisors who had previously worked on MTFP 2016 – 2019 to ensure consistency. The Panel noted a private briefing with the Department of Treasury and Resources on 17th May 2016 to discuss the status of the MTFP and the 2015 outturns. The Panel discussed holding hearings with the Minister for Treasury and Resources and the Chief Minister for the MTFP Addition and agreed it would schedule initial hearings in July soon after the MTFP Addition had been lodged, with a final hearing in late August before drafting its Report. The Panel discussed the need to hold the public hearings over the summer recess and in this regard, the Panel proposed some dates and asked if these could be confirmed with the Departments as soon as possible. The Panel discussed its recent correspondence with the Chief Minister regarding Impact Assessments and the distribution of the Council of Minister's confidential document to all States Members. The Panel was informed that a response had not yet been received from the Chief Minister's Department. The Panel requested a follow up be sent and agreed it would defer its own decision to circulate its comments on this matter until it had received a response. | JH JH JH |
| 2. Ministerial Decisions The Panel noted the recent Ministerial Decisions and requested the report be obtained for MD-TR-2016-0034 – States of Jersey Development Company: Annual General Meeting: 2016 Voting Instructions. | SS |

Jersey International Finance Centre (JIFC) In relation to the draft summons decision received from the Privileges and Procedures Committee, the Panel discussed correspondence received from the lawyers representing States of Jersey Development Company. The officer was asked to seek advice from the Law Officers and draft a response on behalf of the Panel. The Panel noted receipt of a paper in relation to the Regeneration Steering Group and agreed to meet separately to discuss the relevance of the RSG to its review of the JIFC. |

| 4. Future Meetings The Panel noted its next scheduled meeting would take place on 23rd May 2016 at 9.30am in Blampied Room, States Building and will include a quarterly public hearing with the Minister for Treasury and Resources. |
