1.  Budget 2017 Review

The  Panel  welcomed  the  Minister for Treasury  and  Resources,  his Assistant Minister and Officers to a Public Hearing on the 2017 Budget. The hearing was recorded and transcribed.

2.  Jersey International Finance Centre (JIFC), Building 5

The Panel noted that it was due to receive further information from the Department for Treasury and Resources in relation to Building 5 of the JIFC in response to concerns and questions raised during the private briefing it had received.

With reference to the Ministerial Decision in relation to Building 5, the Panel considered that it was essential to seek confirmation that the Assistant Minister for Treasury and Resources had sight of evidence to back  up  the  valuation  attached  to  Building  5  before  approving  the Ministerial  Decision.  The  Panel  resolved  to  write  to  the  Assistant Minister  requesting  such  confirmation.  If  such  confirmation  was  not forthcoming, the Panel agreed that it would be appropriate to publish a report outlining its concerns.

3.  Jersey International Finance Centre (JIFC)

The Panel provided comments to the Officer on the draft report for this review. It was noted that an updated draft would be circulated in due course.

 

 

 

It was agreed that the advice received by the Panel in relation to the terms of reference for the review would be published as an appendix to the report.
