1.  Records of Meetings

The Panel approved the records of its meetings held on 27th June, 7th, 8th,  11th,  15th,  21st  and  25th  July. The  Chairman  signed  them accordingly.

2.  MTFP Addition

The Panel received verbal updates from the Officers on the recent meetings held by its advisors with Departmental Officers in connection with this review. In order to better understand the underlying statistics behind  the  economic  assumptions  used  in  the  MTFP  Addition,  the Panel requested that a private briefing with the Chief Statistician be arranged.

3.  Jersey International Finance Centre (JIFC)

A verbal update on the progress of this review was provided to the Panel by the Officer. The Panel noted that a first draft of the report would  be  circulated for  its  consideration  shortly.   In relation  to  the confidential documents made available to the Panel to view following the outcome of the Summons process, the Panel noted that the time period in which to view the documents would expire on 17th August 2016. The Panel agreed that it currently did not envisage a further visit to view the documents being necessary.

4.  Question Plan

The Panel discussed its question plan for the forthcoming hearing with the Minister for Treasury and Resources on the MTFP Addition. The Panel  made  amendments  and  requested  an  updated  copy  be circulated.

5.  Future Meetings

The Panel confirmed its next scheduled meeting would take place on 22nd August 2016 at 9.30am.
