2.  Northern Ferry Route

The Panel discussed the outcomes of a private briefing with the Minister for Economic Development, Tourism, Sport and Culture (ED, TS&C) on 27th January 2016. It was agreed that further information about customer satisfaction  ratings,  the forthcoming  Comprehensive  Service  Review (CSR) and the position of Guernsey in respect of the CSR and the overall operating agreement would be requested in a follow-up letter to the Minister.

3.  Quarterly public hearings

It was agreed that following the transfer of the Digital, Competition and Innovation  functions  to  the  Chief  Minister's  department,  separate quarterly hearings would be needed with the Assistant Chief Minister with responsibility for those areas to enable the Panel to monitor relevant developments effectively. Regular quarterly hearings with the Minister for ED, TS&C would continue as before. It was agreed that the Minister should be invited to attend for this purpose on 2nd March 2016, while the Scrutiny Officer would enquire whether a first hearing with the Assistant Chief  Minister  could  be  arranged  for  the  day  of  the  Panel's  next scheduled meeting on 20th April. A suitable programme of subsequent meetings could then be drawn up for the rest of the year.

4.  Licensing Law

The Panel discussed the public consultation document released by the department on 5th February. It was confirmed that the Licensing Law would be the Panel's first review in 2016. It was agreed that ideally the Panel would like to be informed of responses as the consultation progressed, so that public hearings or meetings with key consultees and Ministers could be arranged as soon as possible. This would facilitate the early completion of the review, potentially enabling a report to be presented before law drafting instructions were finalised by the department.

The Panel agreed that it would not engage an adviser for the review in the first instance. It was noted that in addition to information from Economic Development, Tourism, Sport and Culture, the review would require liaison with other departments normally outside the Panel's remit (including Health and Social Services, Community and Constitutional Affairs, Chief Minister's, possibly  Education),  and  some  consideration  of  legislation  from  other jurisdictions. The Scrutiny Officer was asked to begin scoping the review following the meeting.
