Item 5 05.10.16 | 2. Jersey Sport The Panel welcomed the Assistant Minister with responsibility for Sport ( Connétable S.W. Pallett) and the Chief Officer and Deputy Chief Officer, Economic Development, Tourism, Sport and Culture for a briefing on proposals for Jersey Sport. Matters discussed included plans for the new independent arm's length organisation; how this would be set up; timings for the early stages of its operation; and the aim to create a long term strategy for sport in the Island, something which the Panel was told had not previously existed. |

Item 1 07.10.16 515/35 | 3. Licensing Law The Panel received a substantial package of evidence provided by the department. Members considered how best to progress the review. It was agreed that the evidence provided would need to be studied in some detail before any further discussion with the department. Subsequently public hearings could be arranged with relevant parties. A written submission would be sought from the Comité des Connétable s in the first instance. The Scrutiny Officer was asked to investigate possibilities for an early meeting with the Bailiff and Jurats with experience in licensing matters. It was agreed that the scoping and terms of reference originally approved by the Chairmen's Committee in March 2016 should be updated to reflect the fact that the subject of the review was now a finalised draft law, rather than the earlier proposals for change. | MO MO MO |
Item 3 05.10.16 | 4. Rural Economy Strategy No formal reply had yet been received from the Minister for Economic Development, Tourism, Sport and Culture to the Chairman's letter sent on 11th October 2016. In response to indications that negotiation was now taking place between the Minister and farmers' representatives, members |

| agreed that a further urgent letter should be sent to the Minister, copied to the Minister for the Environment, requesting that no final decisions be made before the Panel had the opportunity to review the strategy, including the full financial background. Members were concerned that following two years of delay, there was a risk that departments might feel pressured into amending the draft strategy to reach agreement, without allowing Scrutiny the time to carry out a review. | MO |
