2.  Financial Services, Digital, Competition and Innovation

The Panel welcomed the Director of Digital and Telecoms Policy, the Deputy Director, Finance Industry Development, and the Lead Policy Adviser, Private Wealth and Financial Crime from the Chief Minister's Department for a private briefing on priority work streams and projects for the next six months.

3.  Licensing Law

The Panel was informed that initial contact with the Office of the Bailiff had suggested that a meeting in the near future would be very difficult to  arrange  in  view  of  his  workload.  Members  agreed  that  in  the circumstances it would be best to write requesting the Bailiff 's views in respect of the draft Licensing Law, raising in the letter the possibility of meeting  with  the   Bailiff  and  one  or  more  Jurats  with  licensing experience at some point during the course of the Panel's review.

The Scrutiny Officer was asked to prepare letters for use in contacting other  interested  parties.  These  should  ask  initially  for  a  written response, with a view to the Panel selecting potential witnesses for public hearings based on their written comments on the draft law.

Members considered revised scoping and terms of reference for the review and agreed minor amendments.

4.  Rural Economy Strategy

The Panel discussed the Minister's response to the Chairman's two recent letters,  received  on  24th  October.  Members  were  surprised  by  the Minister's  suggestion  that  the  Panel  could  proceed  with  a  review immediately, when no meaningful financial detail was contained in the draft strategy, or had yet been shared with the Panel. There were serious doubts about whether the Panel was in possession of enough information to start a

 

 

 

review; it was therefore agreed to follow up the Minister's offer of a meeting as soon as possible, to obtain both the relevant financial information and an explanation of the nature of negotiations understood to be ongoing between the Minister and farmers' representatives. The Scrutiny Officer was  asked  to  arrange  a  meeting  during  the  week  commencing  14th November, if possible including the Minister for Economic Development, Tourism, Sport and Culture and the Minister for Environment.

5.  Quarterly Public Hearing

The Scrutiny Officer was asked to confirm an offer of a public hearing with the Minister for Economic Development, Tourism, Sport and Culture to take place on 7th December 2016.

6.  Forthcoming meetings

Next  scheduled  Panel  meeting:  9.30am  on  23rd  November  2016, Blampied Room, States Building. To include a public hearing with the Assistant Chief Minister in respect of his responsibilities for Financial Services, Digital, Competition and Innovation.
