1.  Address from Chairman

The Chairman welcomed Panel Members back from the summer break and offered her thanks for the hard work done so far in 2016.

 

 

2.  Records of Meetings

The minutes were approved and signed for the meetings held on 14th, 27th, 29th and 30th June, 19th, 5th, 7th, 8th, 11th, 18th, 19th, 20th and 27th July and 3rd August 2016.

4.  Quarterly Public Hearings

In  recognising  that  the  Panel  had  recently  met  the  Ministers  for Education and Home Affairs to discuss all aspects of the MTFP, it was decided  that  quarterly  public  hearings  in  September  were  to  be cancelled.

5.  Ministerial Decisions

The Panel noted seven Ministerial Decisions by the Ministers within its remit and considered that no Scrutiny work was required.

6.  Prison Board of Visitors

The Panel noted P89/2016 Draft Prison (Amendment No. 7) (Jersey) Law  201-  and  recognised  that  the  amendment  included  changes recommended  by  the  Panel  in  S.R.9/2015.  The  Panel  considered whether the proposition required any further work by the Panel.

It was noted that the wording of Article 6 in the draft legislation was not specific in how the members were to be independent, however it was identified that this was an area that the regulations, which were to

follow, would deal with. The Panel would keep a watching brief on the regulations when they were produced by the Minister.

The Panel also discussed Article 7, which dealt with Prison Chaplains, and decided that any concerns felt about this were to be dealt with as independent Members.

7.  Medium Term Financial Plan Addition

The Panel received a discussion document which provided information on all matters contained within the MTFP within its remit. Each area of the MTFP was discussed in turn along with ancillary matters and it was decided that the Panel would provide Comments to P.68/2016.

The Panel considered an email from advisor Professor Elizabeth Wood dated earlier on the day of the meeting, to the effect that she was unable to undertake the work of the Panel. The Panel recognised that assistance was needed in relation to the changes proposed in Newly Qualified Teachers starting salary and required that another advisor be found.  Due  to  the  shortage  in  time  available,  it  was  agreed  that RealGroup, who had assisted the Panel with the Special Education Needs Review, should be contacted.

The next meeting was scheduled for 9.30am on Monday 3rd October 2016 in the Le Capelain Room.
