1.  Tertiary Education: Student Finance

The Panel welcomed Mr Bekradnia and discussed the requirements of the review and expectations from an advisor. Mr Bekradnia retired and the Panel decided to engage him as its advisor.

The  Panel  approved  a  suggestion  that  it  engage  an  independent facilitating company to hold workshops in schools to obtain evidence from pupils from year 10 to year 13.

A workshop was to be arranged to focus on students currently studying out of the Island who might be in Jersey for the Christmas holidays. A further workshop for the public was to be considered in addition.

2.  Prison Board of Visitors

The Panel discussed the draft Prison (Independent Prison Monitoring Board) (Jersey) Regulations 201- and noted that article 8 included a responsibility  for  promoting  efficiencies  within  the  prison.  It  was considered that this was in conflict with the remit of the Monitoring Board. There was also concern about the origins of the five year time limit for restrictions on those able to be on the Board. The Department was to be notified.

3.  Quarterly Public Hearing Education

The Panel discussed and amended questions to be put to the Minister for Education during the forthcoming Quarterly Public Hearing on 5th

December 2016.
