516/45 | 1. Nursery Education Funding. The Panel discussed a decision made by the Minister for Education which was published on 23rd March 2016 to means test families with children using private nurseries and to stop meeting the current free 20 hours of nursery education funding where families earned £75,000 or more. The Panel discussed numerous areas that it was felt might have been impacted by the decision and noted that there had been no consultation about the decision by the Minister with the industry, the public or indeed the Panel. The Panel noted that a public hearing had been arranged for 6th April for the Minister to answer questions in relation to this matter. It was noted that the subject may be of public interest and that the Blampied Room might not be sufficient. It was however agreed that there was insufficient time to make alternative arrangements. The basis of a question plan was agreed which would be fully drafted in time for the hearing. The Panel also agreed that a public meeting should be held the following week, perhaps the 13th April in the evening. A venue was to be found and arrangements made.
