1.  Medium Term Financial Plan Addition

The Panel welcomed representatives of the NASUWT. Mr Bates and Ms Mauger explained the impact that the Medium Term Financial Plan Addition (MTFP) was expected to have on the members of their union, the schools within which they worked and the children their members taught. A major concern was that a reduction in pay for newly qualified teachers was likely to impact on recruitment and retention. It was also a concern that a different pay scale would create a two tier workforce which would be harmful within the profession.

Overall, there was insufficient detail within the MTFP to know how the proposals would work in practice.

The greatest impact that the department could have on improving the teaching  in  Jersey  would  be  to  provide  more  non-contact  time  for teachers.
