| 1. Records of Meetings The Panel approved the records of the meetings held on 9th and 10th November 2016. The Chairman signed the records accordingly. |

| 2. Water Plan The Panel considered a Scoping Document that had been circulated prior to the meeting. The Panel approved the document, albeit with a few minor amendments. It was noted that the Scoping Document would be sent to the Chairman's Committee for its review and approval. It was advised that the Officer would draft Terms of Reference and circulate them to the Panel for its consideration. It was noted that an expert advisor would need to be engaged to help assist the Panel in its review. The Officer advised that an Engagement Brief would also be sent to the Panel for its approval. Consideration was given to the constitution of the Panel and whether it would be beneficial to invite other members to join it for this review. | 3. Social Housing Regulation The Panel recalled that the Strategic Housing Unit was currently undertaking a public consultation on the regulation of social housing. It was noted that the consultation analysis would be completed by the Unit by mid-January. It was further noted that the Unit had offered to brief the Panel in January when it had firm proposals in place. The Panel agreed that it would undertake a review of the proposals once they had been finalised. It further agreed that a briefing in January would be beneficial for informing the Panel's review. Road Work and Events Law The Panel recalled that, following the previous meeting, it had agreed not to undertake a review of the Draft Road Works and Events (Jersey) Law 2016 (Appointed Day) Act 201-. It was noted that the Panel had spoken with the Minister for Infrastructure and his Officers about the concerns it held and was satisfied with the responses it had received. |

| 5. The Office Modernisation Programme The Panel received a briefing from the Minister for Infrastructure and his Officers regarding the Office Modernisation Programme. The meeting was held in private session under Qualified Exemption Article 35 of the Freedom of Information (Jersey) Law 2011 and a private record was therefore taken. |
