1. Records of Meetings

The Panel noted and approved the records of its meetings held on 14th, 20th and 22nd September 2016. The Chairman signed them accordingly.

2. Future Hospital Sub-Panel

The Panel received an update from the Officer. It was noted that the Proposition relating to the preferred site option was due to be lodged and that  the  Sub-Panel  was  due  to  receive  an  updated  Gleeds  report imminently.  It  was  further  noted  that  the  Chairman  had  signed  a Confidentiality Agreement on behalf of all Members of the Sub-Panel in order to receive the Gleeds report.

3. Zero-Hour Contracts Review

The Panel noted that Deputy S.Y. Mézec had lodged a Proposition on 1st  September  2016  regarding  Zero-Hour  Contracts  and  exclusivity clauses. It was noted that the Proposition had made reference to the Panel's  report  on  Zero-Hour  Contracts  (S.R.3/2016)  particularly regarding its section on exclusivity clauses. The Panel agreed that a Comments paper should be drafted in support of the Proposition.

The Panel went into private session in accordance with the Freedom of Information (Jersey) Law 2011 (as amended) under Qualified Exemption Article 31.

4. Living on Low Income Review

The Panel noted that the Ministerial Response to the Panel's report on Living on a Low Income was due on 19th October 2016.

The  Panel  discussed  whether  to  lodge  a  Proposition  regarding  its recommendation 23: "The Minister for Social Security should take the necessary  steps  to  reinstate  the  one-parent  component  of  Income Support as a matter of urgency". The Panel agreed that it would wait to receive the Ministerial Response and would discuss the matter again at its next meeting.

5. Service Users of Home Care Review

The Panel received a Scoping Document in relation to its short review of home  care  provision.  The  Panel  made  minor  amendments  to  the objectives section and agreed that the document should be circulated to the Chairmen's Committee for approval. The Panel agreed that the review would be focused, and any major work could be undertaken as part of a wider review of the Long-Term Care Scheme.

The Panel noted that it was due to meet with the Chief Executive Officer and Finance Director of Family Nursing & Home Care (FNHC) on Monday 10th October 2016 at 2:30p.m.

The Panel requested the Officer to obtain further information on how many individuals were currently accessing the Long-Term Care benefit and what the current waiting time was. The Panel agreed that this would be useful information to gather in relation to the new flexible personal care component of Income Support and how long it would take for clients of FNHC to transition onto the system.

6. Work Programme

The Panel received its 2016 work programme and discussed whether its next review should be the Long-Term Care Scheme. The Panel agreed that the matter would be discussed again once the review of Service Users of Home Care had been completed.

 

 

7. Panel Membership

The Panel noted that Senator S.C. Ferguson had expressed an interest in joining the Panel. The Panel agreed that Senator Ferguson should be appointed and tasked the Officer to make the necessary arrangements with the States Greffe.

 

 

8. Future Meetings

The Panel noted that its next scheduled meeting would take place on 20th October 2016 at 9:30a.m in the Le Capelain room, States Building.
