1. Concerto Report

The Sub-Panel received a more detailed response to the Concerto report from the Health and Social Services Department and Department for Infrastructure. It was noted that the Health Minister had requested that the response was appended to the Sub-Panel's interim report. The Sub-Panel agreed that whilst the request was unusual, it would add the response to the appendices section which would also include the two Concerto reports and the Minister's interim response.

The Sub-Panel received a draft engagement brief for Concerto. After discussing the matter, the Sub-Panel agreed several changes to the objectives. The Officer explained that the engagement brief would be passed on to Concerto to ensure that the objectives were feasible.

The  Sub-Panel  recalled  that  it  had  received  the  Gleeds  Proof  of Concept report under a confidential agreement. The Officer confirmed that hard copies of the Gleeds report would be received in due course.

2.  Briefing on funding the Hospital from the Minister for Treasury and Resources

The Sub-Panel received a private briefing from the Minister for Treasury and Resources on the funding options for the new hospital. This briefing was held in private in accordance with the Freedom of Information (Jersey) Law 2011 (as amended) under Qualified Exemption Article 34 (b).
