1. Main Review

The Sub-Panel met to discuss the second part of its review which would be undertaken following the completion of its preliminary review.

The Sub-Panel discussed what involvement Concerto would have in the second part of its review, and agreed on some objectives. The Officer advised that these would be passed on to Concerto and arrangements would follow regarding their visit to Jersey. It was anticipated this would take place during the latter half of September.

The  Sub-Panel  noted  that  it  was  anticipated  that  the  Minister  for Treasury and Resources would lodge a separate Proposition in relation to  the  funding  options  for  the  hospital  in  October  2016.  It  was understood that this would be debated during the same sitting as the Proposition on the preferred site option in November 2016. The Sub- Panel requested the Officer to confirm whether Concerto would be able to provide advice on the funding options.

The Officer advised that the timeline for the review was extremely tight and a top level review was required.

The Sub-Panel discussed the possibility of visiting the Westaway Court site as well as Overdale. It was agreed that these visits may take place at the same time as the visit by Concerto.

2. Concerto Report

The Sub-Panel noted that the Hearing with the Minister for Health and Social Services would take place on 8th September at the later time of 11:00a.m. In that regard, it was agreed that a draft question plan would be circulated during the week commencing 29th August and a meeting

 

 

 

to finalise it would take place on Tuesday 6th September at 9:30a.m. The Officer advised that a meeting request would be sent out in due course.

The Sub-Panel briefly discussed the draft press release which would accompany the Concerto report when it was published. The Sub-Panel confirmed that the Concerto report would be sent to all States Members and the media under embargo on Friday 2nd September with formal publication on Monday 5th September.
