1. Records of Meetings

The Sub-Panel noted and approved the records of its meetings held on 26th November 2015, 10th December 2015 and 2nd February 2016. The Chairman thereby signed them accordingly.

2. Action and Requests Updates

The Panel noted the list of actions and requests.

3. Minister and Chairman Meetings

The Sub-Panel noted that the Chairman had met with the Minister for Health and Social Services on 12th February. During that meeting, the Minister had advised that the four site options for the future hospital would be consulted on for three months. The Sub-Panel recalled that since that meeting had taken place, one of the site options had been removed from the list.

The Chairman explained that he had attended another meeting with the Minister on 29th February who had explained that a decision would be made within the next couple of weeks on whether to include further site options.  It  was  noted  that,  should  the  Minister  decide  to  include additional site options, the project would be delayed by another three or four months.

4. Written Submissions

The Sub-Panel received two written submissions from members of the public.

5. Future Hospital Progress Review

The Sub-Panel discussed whether to undertake a preliminary review on the future hospital process to date. It agreed that the review could include  reviewing  the  decision  making  process,  site  options  and estimated size of the hospital. The Sub-Panel also discussed whether

 

 

 

to engage its adviser Concerto to undertake a piece of work on on- Island and off-Island services.

The Officer advised that the Sub-Panel would need to be mindful of the budget, and it was agreed that the matter would be discussed with the Scrutiny Manager and Greffier of the States.

The Sub-Panel agreed that a separate Scoping Document and Terms of Reference would need to be drafted for the preliminary review. The Officer was tasked to draft the two documents ready for discussion at the Sub-Panel's next meeting.

 

 

6. Future Meetings

The Sub-Panel noted that it would next meet on Thursday 17th March at 2:00pm in the Le Capelain room, States Building.
