1.  Records of Meetings

The Panel noted and approved the records of the meetings held on 12th,  20th,  21st,  27th  and  29th  April  2016.  The  Chairman  thereby signed them accordingly.

The Panel made minor amendments to the record of the meeting held on 4th May. The Officer advised that it would be attached to the Panel's next agenda.

2.  Quarterly Hearing with Health and Social Services Minister

The Panel received the Minister for Health and Social Services and his Officers for a Quarterly Public Hearing. The proceedings were recorded in order that a transcript could be made.

3.  Zero-hour Contracts

The Panel agreed that it would meet on Thursday 26th May at 1:00pm to continue discussing its report. The Officer advised that the Panel should aim to approve the main body of the report in order for it to be sent to stakeholders.

6.  Medium Term Financial Plan

The Panel noted and approved the Scoping Document and Terms of Reference for its review of the Medium Term Financial Plan (MTFP). It was agreed that the Panel would engage Mr. S. Fair from CIPFA as its expert advisor. The Panel tasked the Officer to contact Mr. Fair to arrange a meeting in July and to request that he provide a briefing paper and list of questions for the Panel to discuss.

The Panel tasked the Officer to organise two Public Hearings with the Minister  for  Social  Security  and  the  Minister  for  Health  and  Social Services  once  it  had  met  its  advisor.  The  Officer  advised  that  the Hearings would be organised to take place at the end of July 2016.

The Panel discussed the timeline and was concerned about the short amount of time it had to produce the outcome of its review. The Officer advised  the  Panel  to  complete  its  evidence  gathering  before  the summer recess in order to meet the tight deadline.

7.  Staff Recruitment and Retention at the Hospital

The Panel received a copy of the Ministerial Response to its report on Staff  Recruitment  and  Retention  at  the  Hospital  (S.R.1/2016).  The Panel deferred discussing the matter to its next meeting on 2nd June 2016.

8.  Quarterly Hearing with the Social Security Minister: Question Plan

The Panel discussed areas in preparation for the Quarterly Hearing with the Minister for Social Security on 2nd June. The Officer advised that a question plan would be circulated in due course.
