| 1. Panel Formation The Panel elected Deputy Le Fondré as Chairman and Deputy Brée as Vice Chairman. The Panel discussed both the remit and scope of the Brexit Panel. It was agreed that this would likely develop over time, due to the nature of the Panel's responsibilities. The Panel discussed the relationship with the existing Scrutiny Panels. It was agreed that the Brexit Panel would conduct reviews, co-opting members as or when required from the relevant existing Panels. The Chairman highlighted that future membership may grow, as a member from the Education and Home Affairs Scrutiny Panel had yet to be identified. The Officer was asked to prepare a draft Scoping Document and Terms of Reference for the Panel, to be discussed at the next meeting. The background briefing document was reviewed and approved by the Panel. It was agreed to circulate this to other Scrutiny Panels. It was also agreed to request, through the Chairmen's Committee, that Brexit be added as a standing item on each Scrutiny Panel's agenda. It was agreed that the Panel should write to the Minister for External Relations, notifying him of the Panel's formation and membership. It was agreed that the correspondence should also request a background briefing and to enquire about meeting with Robin Walker MP, on his expected visit in August. The Officer was asked to draft a letter and to circulate it to the Panel for approval at the next meeting.
