| 1. Chairmanship The Panel agreed to appoint Deputy S.Y. Mézec as its Chairman and Deputy T.A. Vallois as its Vice-Chairman. |

| 2. Scoping Document The Panel noted and approved a draft Scoping Document. It was noted that this Scoping Document was intended to be overarching and further Scoping Documents would be produced for any specific reviews the Panel undertook. |

| 3. Terms of Reference The Panel discussed and approved its Terms of Reference for the review. The Officer advised that the Terms of Reference would be circulated to the Chairman's Committee for approval and then to the Chief Minister. | AH |

Next Steps The Panel discussed the next steps for it to take in this review and agreed to request an update from the Chief Minister regarding the progress made to date on the eight core recommendations. The Panel also requested that an update be provided regarding any legislation surrounding the eleven categories of stakeholder recommendations. The Officer advised that this would be requested and circulated in due course. The Panel agreed to make a formal statement in the States Assembly at the next sitting informing Members of the Panel and its remit. | AH AH |
| 5. Communication The Panel agreed that communication between Scrutiny Panels was key to the success of the Review Panel. The Officer advised that discussion would take place with other Officers to agree a strategy. Due to the high profile nature of this review the Panel agreed that unless the information being was presented was strictly confidential, all briefings should be held as public hearings. | AH |
| 6. Future Meetings The Panel agreed that it would meet fortnightly on Wednesday mornings. In that regard it was noted that the next scheduled meeting would take place on Wednesday 20th September at 9:30am in the Le Capelain Room, States Building. |
