| 1. Records of Meetings The Panel noted and approved the record of the meeting held on 4th October 2017. The Chairman signed the record accordingly. |

| 2. Panel Advisor: Concerto The Panel received a proposal from Mr. M. Symes (Partner, Concerto) which detailed how Concerto planned to undertake their review. The Panel also received a draft engagement brief which detailed specific objectives for Concerto to undertake. The Panel approved the engagement brief accordingly. The Panel discussed both the Concerto proposal and engagement brief with Mr. M. Symes via a conference call. It was agreed that the contract would be drafted and Concerto would be formally engaged before Friday 20th October. | KB |
| 3. Panel Advisor: Opus The Officer explained that Mr. R. Morse (Partner, Opus) would return from annual leave on 1st November and would be in a position to undertake a desktop study of the funding proposals from 2nd November. The Panel noted that Opus would be formally contracted in due course. | SS |
| 4. Public Hearings The Panel noted that a Public Hearing with the Minister for Treasury and Resources had been scheduled to take place on 9th November. The Panel requested that this was rescheduled to 13th November so that it was able to consider the Opus report. The Panel also noted that a Public Hearing with the Minister for Health and Social Services had been scheduled to take place on 10th November. The Panel requested that the Minister for Infrastructure was invited to attend alongside the Health Minister. | KB KB |

It was noted that confirmation would be sent via meeting request in due course. The Panel noted that it was due to receive the Concerto report on 6th November. In that regard, the Panel agreed that it would publish the report prior to the Public Hearings with Ministers. It was agreed that this would ensure more informed Hearings as it was likely most of the questions would be based on the Concerto report. | KB |
| 5. Future Meetings The Panel noted that its next scheduled meeting would take place on Wednesday 8th November at 12:30pm in the Le Capelain room, States Building. The Panel also noted that it was due to meet Concerto during their visit between Tuesday 31st October and Friday 3rd November. |
