06/09/17 Item 2 | 2. Letters to Ministers The Panel recalled that three letters had been sent to the Chief Minister, Minister for Health and Social Services and Minister for Infrastructure. It was noted that responses had been received from both the Health and Infrastructure Ministers. The Panel discussed the letter from the Health Minister and noted that the timeline for the Hospital Project had been delayed. The current timeline was that the Proposition(s) would be lodged on 30th October and debated on 12th December. The Panel requested the Officer to draft a response to the Health Minister in order to seek clarity on when the Panel would receive an advance copy of the Outline Business Case. The Panel discussed the letter from the Infrastructure Minister and noted that a Project Director was due to be appointed, should the Proposition(s) be approved by the States, during the first quarter of 2018. The Panel also noted further details regarding the Future Hospital workforce. The Panel noted that a response had not been received from the Chief Minister and requested the Officer to draft a follow-up letter. The Panel requested that all Ministerial correspondence was uploaded onto the Scrutiny website. 06/09/17 Item 3 | 3. Advisor Update The Panel noted that arrangements had been put in place to appoint Concerto Partners LLP as expert advisor to review the Outline Business Case. The Panel also noted that Mr. R Morse, Partner at Opus Corporate Finance, was available to undertake work on the funding strategy. The Panel agreed that both Concerto and Opus would be formally contracted once the Panel had received an advance copy of the Proposition(s). | KB/SS |
