1.  Judicial Appointments Process

The Panel considered the second Amendment to the Draft Employment of States of Jersey Employees (Amendment No.8) (Jersey) Regulations 201- (P.105/2016), which had been lodged on 31st January 2017.

It was noted that whilst the Amendment took account of the concerns raised by the Panel, the provisions in the Draft Regulations relating to "independent bodies" still warranted further review.

With regard to the provisions of the Standing Orders of the States of Jersey, the Panel agreed to write to the Chief Minister and the States Employment Board to give notice of its intention to call in the draft Regulations for scrutiny during the sitting of the States Assembly on 14th February 2017.

2.  Preparation for Quarterly Hearings

The Panel finalised its question plan for the Public Hearing with the Minister for External Relations on the 9th February 2017. The Officer was requested to make the respective amendments.

3.  Future Hospital Funding Strategy

The Panel noted receipt of a draft confidentiality agreement to be signed in order to obtain access to documents provided by the Health and Social Services Department and the Department for Infrastructure.

It was noted that the draft agreement was very narrow in scope and the Officer  was  asked  to  make  enquiries  with  regards  to  widening  the agreement to cover other possible documents that might be required during the course of the review.
