1.  Records of Meetings

The records of the meetings held on 5th, 10th, 11th, 12th, 13th, 20th, 21st, and 24th and 26th April 2017 were approved and signed.

2.  Jersey International Finance Centre

The Panel approved the Chairman's foreword to its report, subject to minor  changes,  and  agreed  some  changes  to  the  Findings  and Recommendations.

Subject to the final changes being made to the report and final proof- reading, the Panel approved the issuance of the final draft of the report to the States of Jersey Development Company (SOJDC) as provided for in the decision of the Privileges and Procedures Committee summons decision.

It was noted that the final procedures would take a few days and the report was likely to be provided to SOJDC the following week.

3.  Immigration – Transfer of Functions and Powers

The Panel noted that its Comments Paper had been presented to the States on 16th June, in advance of the States debate on P.26/2017, scheduled for 20 June 2017.

 

 

4.  Brexit

The  Panel agreed  to propose  to the  Chairmen's  Committee  that  a separate Brexit Review Panel be formed. The Officer was asked to draft an  email  on  behalf  of  the  Chairman  to  the  Chairmen's  Committee outlining the proposal.

5.  Ministerial Decisions

The Panel reviewed and noted the Ministerial Decisions made since its last meeting.

 

 

 

6.  Quarterly Hearings

The Panel agreed to rearrange the quarterly public hearing with the Minister for External Relations that was scheduled for 7th July. The Officer was asked to confirm a new time and date with the Department.

The Panel also discussed question areas for the quarterly public hearing with the Minister for Treasury and Resources on 3rd July and the Officer was asked to undertake some background research.
