Item 2 16/01/17 513/52 | 1. Future Hospital Funding Strategy The Panel discussed the outcome of the States Assembly meeting of the 17th to 19th January, in which P.130/2016 Future Hospital Funding Strategy had been referred to the Panel for scrutiny under Article 79 of the Standing Orders of the States of Jersey. The Panel noted the procedure under Standing Orders which required the Chairman to confirm to the Assembly at its next sitting on 31st January whether the Panel wished to review the proposition, and also for the Assembly to decide on which date the debate would be listed to resume. This date could not be later than the 4th meeting after 31st January, being 18th April 2017. The Panel agreed that it would review the proposition and noted that, in the Chairman's absence on 31st January, the Vice-Chairman would report back to the States Assembly. The Panel asked the Officers to draft a press release and email to States Members confirming its decision. The Panel discussed the details of the proposition and outlined additional areas for review, following matters raised in the States Assembly meeting of the 17th to 19th January. Judicial Appointments Process The Panel noted the answer to an oral question given by the Chief Minister during the States Assembly meeting on17th January in relation to the Draft Employment of States of Jersey Employees (Amendment No. 8) (Jersey) Regulations 201- (P.105/2016) The Panel noted that it would receive a briefing from the Chief Minister on Monday 23rd January on the draft legislation. The Panel discussed lines of questioning for the briefing. The Panel asked the Officers to request the current procedures for the appointment of Crown Officers from the Bailiff 's Office. The Panel agreed to defer a decision regarding any possible review into the draft legislation until after the briefing from the Chief Minister on the 23rd January. | TN |
