1.  Budget 2018 - Phase 1 Review

The Panel received an update from the Officer regarding the status of the  review.  It  was  noted  that  the  review  would  consist  of  three workstreams:

  1. Impôts Duties and the link with health considerations
  2. Oxera review of the Income Forecasting Model
  3. Personal taxation levels, Population and Supplementation

In relation to the second workstream, the Panel noted receipt of a fee quote from MJO Consulting to act as an advisor to the Panel. The Panel duly approved the appointment of MJO Consulting as advisor.

In  relation  to  the  third  workstream,  it  was  noted  that  two  local accountancy  firms  had  been  approached  to  undertake  specific  tax calculations on behalf of the Panel.

It was also noted that this workstream would focus on two particular publications:

  1. a report by Oxera included in R.38/2017 Review of Personal Tax;
  2. data released in answer to written questions to the Chief Minister asked in the States Assembly by the Chairman.

2.  Population Policy

It was noted that a draft population policy was due to be lodged by the Chief Minister before the end of July but was now expected to be lodged in the Autumn. It was agreed that this was a policy area of great public interest and would warrant a detailed review by the Panel.

It was agreed to write to the Chief Minister to note the Panel's interest in this area and to request early sight of the draft policy prior to it being lodged.

3. External Relations Policy Review

The Officer advised the Panel that it was likely that it would not be possible to secure a suitable advisor until early October. The Panel agreed that this delay could be accommodated satisfactorily within the timeframe of the review.

It was noted that it would be beneficial to the review if the Panel's quarterly public hearing with the Minister for External Relations on 2nd October was re-scheduled to 3rd November. The Officer was asked to make the necessary arrangements.

4.  Quarterly Hearings (Public Engagement)

The Panel  received and approved an engagement plan for inviting members of the public to submit questions for the public hearing with the Chief Minister on 15th September.

It was noted that the question areas for the hearing would be agreed by email prior to the Panel's next scheduled meeting on 11th September.

5.  Ministerial Decisions

The Panel reviewed a list of recent Ministerial Decisions and asked that further information be requested from the Department for Treasury and Resources  in  relation  to  MD-TR-2017-0105  "Housing  Development Fund: Andium Homes Limited: Approval of loan for Ann Street Brewery site acquisition".

6.  Draft Asian Infrastructure Bank Regulations (P.68/2017)

The Panel noted that a briefing on P.68/2017 would be arranged prior to the debate on 26th September.
