1.  Jersey International Finance Centre (JIFC)

The Panel agreed final changes to its draft report. The report was then approved for issuing to stakeholders for factual checking.

It was noted that the process for factual checking would take account of the  provisions  of  the  decision  of  the  Privileges  and  Procedures Committee as set out in R.54/2016, which required that the final draft report must be provided to the States of Jersey Development Company for comments in respect of references to confidential information that might be contained within the report.

 

 

2.  Future Telecoms Strategy

The Panel agreed to delay the verbal submission from a member of the public which it was due to receive on the 30th of January, in light of the number of other matters requiring attention at that meeting. The Officer was asked to take the necessary action.

Consideration was given to widening the meeting to give an opportunity for other States Members to attend.

3.  Future Hospital Funding Strategy

The Officer updated the Panel on quotes received from the prospective advisors for the review. The Officer advised the Panel that the advisors would wish to visit at least once during the review.

In consideration of the timescales indicated by the advisors, the Panel agreed to  propose  to the  States  Assembly  that  the  debate  on  the Proposition should resume on 18th April. The Officers were requested to prepare a timeline for the Vice-Chairman to refer to when he reported back to the States on 31st January.

It was agreed to request a private briefing from the Minister for Treasury and Resources as part of the review and the Officers were asked to make the necessary arrangements.
