1.  Draft Budget 2018

The Panel reviewed the Draft Budget 2018 and highlighted areas that required further consideration.

The Panel then held a telephone call with its advisor from the Chartered Institute of Public Finance and Accountancy to discuss his review of the Draft Budget 2018.

A number of areas of the draft budget were discussed, including:

• The proposals for a "retail tax"
• Changes to income forecasts
• The underlying trends of States income after stripping out recent budget measures and the current year basis adjustment
• The balances held within Social Security Funds and the level of annual  central  funding  provided  to  the  Social  Security Department
• Public sector pensions

The advisor confirmed that he would consider all these areas during his review  and  would  liaise  with  the  officers  to  obtain  any  information necessary for his work.
