Item 2 24/04/17 513/37(10) | 1. Electoral Reform 2017 In consideration of the forthcoming debate of P.18/2017 scheduled for 2nd May 2017, it was noted that under Article 72(1) of the Standing Orders of the States of Jersey, the Chairman of the Panel would be asked if he wished to have the draft law referred to the Panel for Scrutiny. After discussion of the proposed changes to the Law contained within P.18/2017, the Panel agreed to exercise its right to request that the draft law be referred to it for review under Article 72(1). It was noted that P.18/2017 had been lodged by the Privileges and Procedures Committee and that Deputy S.M. Brée and Connétable C.H. Taylor were members of that Committee. It was therefore agreed that it would be appropriate that Deputy S.M Brée and Connétable C.H. Taylor recuse themselves from involvement in any review. It was agreed to communicate the Panel's decision to the Chairman of the Privileges and Procedures Committee and to Deputy A.D. Lewis , the members of the Chairmen's Committee and States Members. The Officer was asked to draft the relevant correspondence, together with a Press Release. | SS |

It was noted that CIPFA's report would be provided later that day. The Panel worked on its presentation to States Members scheduled for Friday 28th April. |
