1.  Draft Budget Statement 2018

It was noted that the Panel's Report on the Draft Budget Statement 2018 had been published.

The Panel discussed the Amendments that had been lodged in relation to the Draft Budget Statement.

2.  Budget 2018 – Phase 1

Recalling its previous approval of the final reports for parts of this review, the Panel noted that the following two reports had been presented to the States:

  • Draft Budget 2018 – Interim Report (Impôts Duties) (Presented on 23rd November 2017)
  • Income Forecasting Model (Presented on 27th November 2017)

3.  Draft Marriage and Civil Status (Jersey) Law Review

The Panel discussed a timeline for conducting its scrutiny of the draft law and agreed a number of meetings to undertake line by line scrutiny and to hear the views of key stakeholders.

4.  Migration Policy

Recalling the briefing that it had received on 21st November 2017 from the Assistant Chief Minister on the draft Migration Policy, the Panel agreed to write to the Assistant Chief Minister and indicate its preference that the Migration Policy be debated on 14th February 2018.

 

 

5.  Jersey Gas Works site; development by Andium Homes Limited (P.144/2017)

Noting that P.114/2017 had been lodged on 21st November 2017, the Panel asked for further information to be requested form the Minister for Treasury and Resources on the financial implications of the proposals.

 

 

 

6.  Strengthening Accountability

The Panel noted receipt of a letter from the Chief Minister dated 24th November 2017 enclosing a confidential Council of Ministers paper on this matter.

The Panel agreed to accept an offer from the Chief Minister to brief it on the proposals and asked the Officer to communicate its preferred date to the Chief Minister.

 

 

7.  Ministerial Decisions

The Panel considered a list of recent Ministerial Decisions and agreed that no further action was necessary.

 

 

8.  Future meetings

The Panel noted that its next scheduled meeting would take place at 9.30am on  11th December 2017 in the Le Capelain Room, States Building.
