Item 1 27/03/17 513/52 | 1. Future Hospital Funding Strategy The Panel received a copy of a draft amendment to P.130/2016 being worked on by officers in the Treasury and Resources Department. It was noted that the draft amendment addressed many of the points around control of contingency expenditure which the Panel was considering lodging in a separate amendment in its own name. It was agreed that it might not be necessary for the Panel to lodge its amendment if a suitable agreement with the Minister for Treasury and Resources could be reached. The Panel also discussed the possibility of lodging a separate amendment to P.130/2016 in relation to utilising the Strategic Reserve instead of issuing a Bond. It was noted that a request had been sent to the Treasury and Resources Department to provide some financial modelling of this scenario and it was agreed to consider this further at a future meeting once the information had been received. Following a request made during the Public Hearing on 20th March 2017, the Panel received information from the Department in relation to returns on the Strategic Reserve and Common Investment Fund.
