1.  Judicial Appointments Process

The Panel received the Bailiff of Jersey for a private meeting in relation to  P.105/2016,  Draft  Employment  of  States  of  Jersey  Employees (Amendment No.8) (Jersey) Regulations 201-.

The record of the meeting was classified as exempt in accordance with the  Freedom  of  Information  (Jersey)  Law  2011  (as  amended). (Exemption shown in margin notes).

2.  Judicial Appointments Process

The Panel agreed to issue a Comments Paper by 11th January outlining its concerns in relation to the amendment to P.105/2016 lodged on 23rd January 2016. The Officer was asked to prepare a draft Comments Paper  and  circulate  for  the  Panel  to  review,  together  with  a corresponding press release.

It  was  further  agreed  to  write  to  the  States  Employment  Board concurrently with publishing the Comments paper, requesting it to defer the debate on P.105/2016.

The Panel discussed possible oral questions on this matter that could be tabled for the sitting of the States Assembly on 17th January 2017.

3.  Future Hospital Funding Strategy

With reference to an email from the Minister for Treasury and Resources to the Chairman of the Panel dated 30 December 2016, the Panel noted that sufficient time had not been granted for it to carry out its planned review of this matter.

The Panel reviewed a draft statement to be made by the Chairman of the Panel to the States Assembly on 17th January, in relation to the delay requested by the Panel to the debate on the Future Hospital Funding Strategy and the Minister's response. The Officer was asked to make

changes to the Statement and circulate a revised draft before the Panel's next meeting.
